I checked manager for this (To make sure El-Slappo had everything correct since this wasn't my sit) and found that it was, indeed, correct. No adverts of raid, for at least 27 minutes, before the lockpick logs. 3 sets of lockpick logs right beside each other. You may not lockpick without adverting raid. Only exception would be is if your allowed inside the building by the owner, and you know this, but forgot the code, or some other minor variation of that.
