Most times he's been warned. (those warnings are my proof he's been doing it) He clearly doesn't care about the warns. Perhaps a short ban is in order to get the point across? The point being the community won't put up with people willingly breaking rules every day. Evidence (screenshots, video, chat log, etc.) The ingame warn system.
